These rules and regulations are applicable to all persons who operate or park a motor vehicle on the University of Illinois Urbana-Champaign campus. The Parking Department and individuals designated by the Parking Department are authorized to enforce Parking Rules & Regulations. Regulatory signs have the force and effect of Parking Department Rules & Regulations.

The Parking Department assumes no liability for vehicles parked or operated on university property. The issuance of a permit or hangtag does not guarantee convenient parking at the University of Illinois Urbana-Champaign campus.

- Designated Parking Department and University Police Department personnel enforce Parking Rules and Regulations.

- All vehicles driven or parked on university property are subject to the provisions of these rules and regulations.

  • These rules are in effect 24 hours per day, 365 days per year.
  • During posted time of enforcement, any vehicle parked at a meter must pay the meter by coin, where available, designated pay by phone app, Day Meter Permit, Departmental Meter Permit, or pay station, where available.
  • Any vehicle parked in a lot or parking structure, not at a paid meter, must display a valid permit or be associated via license plate with a valid virtual permit for that assigned parking facility.
  • Any vehicle parked on campus grounds or non-demarcated parking spaces must be authorized to do so by the Parking Department.

- Skateboards, in-line skates, roller skates, bicycles, and self-balancing personal transportation devices are not authorized for use in parking garages. Any of these forms of transportation are restricted from charging batteries in parking facilities. Jumping, stunts and imprudent operations are prohibited on university property, which includes parking lots and garages.

I. Purpose

To ensure the maximum use of the limited parking facilities at the University of Illinois Urbana-Champaign, it is necessary to regulate the parking of all faculty/staff, student, and visitor-operated motor vehicles and motorcycles.

II. Definitions

  1. Abandoned Vehicle – A vehicle or conveyance which has not been moved for at least 30 days, or has been moved to various spaces on campus because it cannot be driven legally on roadways, has an invalid or expired license tag, or is inoperable.
  2. Access Aisle – The area between 2 spaces reserved for persons with disabilities, or the area adjacent to an accessible parking space that is indicated by diagonal lines. This area allows persons authorized for accessible parking space to enter and exit their vehicles.
  3. Approved Allied Agency - Only those agencies included on a current list maintained by the Office of the Vice Chancellor for Public Engagement titled "Approved Allied Agencies” are applicable.
  4. Auto-Renewal – Faculty/staff virtual permit holders whose payroll deductions predated FY16 were required to submit an auto-renewal acknowledgement prior to renewal of their FY17 virtual permit. Beginning FY17, the renewal process for this class of faculty and staff virtual permit holders became automatic. For these permit holders to remain eligible for permit renewal, there must be no outstanding balance at the time of renewal. Auto-renewed faculty and staff virtual permit holders who have an outstanding balance will be notified by email that their permit will be deactivated. Any vehicles associated with that account will be cited (even if parked in their formerly designated lot) without a valid virtual permit.
  5. Collections Agency – A third party vendor who is employed to pursue fine and fee payments which have not been resolved within 60 days of issuance. A non-refundable letter fee will be applied after 30 days and a non-refundable 28% processing fee applied after 60 days.
  6. Compact Vehicle – A vehicle that fits completely within the footprint of a space designated for compact cars only. Motorcycles or other two-wheeled forms of transportation are not considered compact vehicles.
  7. Contractor – An outside contractor either hired for capital construction projects or contracted to operate a business within a rented facility on campus.
  8. Courtesy Card – Faculty/Staff Permits are associated with two virtual courtesy cards. Within 60 days of citation, these virtual courtesy cards may be used to void a “No Permit” citation for failing to link a vehicle to a valid virtual permit. Virtual courtesy cards may not be used in conjunction with any other infraction, and may not be used when parking in any other lot besides that which is assigned.
  9. Departmental Space – A specific space assigned to a specific department in a specific lot. These spaces are reserved 24 hours per day, 7 days per week. Departmental space rental applications will be accepted if used to accommodate the needs of departmental vehicles, departmental visitors, loading or unloading equipment, or for service technicians called occasionally at the request of the department. Departments are prohibited from purchasing assigned departmental parking spaces for the exclusive use of a faculty or staff member, or student worker. Departments are prohibited from using Departmental Spaces for non-parking uses. To cancel or terminate a departmental rental space(s), a designated department contact must do so by email – parkingcomments@illinois.edu. This email should specify the lot and space number(s) to be discontinued. If the Parking Department is not notified of a departmental space cancellation prior to the start of the fiscal year (July 1), the leasing department will be responsible for the cost of leasing that space, prorated monthly, until such time as the Parking Department receives official email notification.
  10. Accessible Parking Space – A designated space for use only by an individual with a valid accessible parking permit, state issued disability parking placard, or license plate registered in the individual’s name.
  11. Electric Vehicle – Vehicles propelled by an electric motor (or motors) powered by rechargeable battery packs. Electric vehicle examples include PHEV, BEV, HEV, and PEV.
    1. Level one (1):
      1. Duplex receptacles are available for electric vehicle use at designated locations in parking garages. These stations are for charging use only. Once charge is complete or a maximum of four (4) hours in a rental space, vehicles must be relocated to a vacant parking space using valid permit or making appropriate meter payment.
      2. Vehicles charging outside electric vehicle charging locations are subject to citation.
      3. Follow the vehicle manufacturer’s recommendations for use and safety requirements.
      4. Refer to vehicle’s operator manual and use caution when connecting to outlets. Avoid tripping hazard by locating connection cord out of the walking path.
      5. Report hazardous conditions or issues to the Parking Department immediately.
    2. Level two (2)
      1. 208 volt 40 amp “charging only” spaces require charging station activation and are designated for electric powered vehicles only while actively charging.
      2. When charging station is activated, this service includes all parking fees and is open to all electric vehicles needing level two (2) charging.
      3. User-interface display will provide payment information and prompts for use and activation.
      4. Follow the vehicle manufacturer’s recommendations for use and safety requirements.
      5. Refer to vehicle’s operator manual and use caution when connecting to outlets. Avoid tripping hazard by locating connection cord out of the walking path.
      6. Report hazardous conditions or issues to the Parking Department immediately.
    3. Any vehicle found in violation will be subject to citation and/or tow.
  12. Extra-Help -- Temporary employees hired by the university under special provisions provided for by the university Civil Service system rules who do not receive university benefits, and who are limited to working a total of 900 hours, before having to take a 30-day break in service prior to being assigned to another temporary position.
  13. Faculty -- University of Illinois professors, visiting professors, adjunct professors and instructors.
  14. Flow of Traffic -- For on street or circular drive parking, vehicles must park oriented in the direction of traffic flow.
  15. Head-In Parking -- Not backing into a parking space, leaving rear of vehicle accessible so rear license plate remains visible from the driving aisle.
  16. Immobilized Vehicle -- A vehicle that is rendered inoperable by a lawfully attached mechanical device such as a “boot” or clamp device. Immobilization of vehicles will commonly be referred to as “booting.”
  17. Late Fee -- If a fine or fee remains unresolved, a late fee is applied 10 days after citation issuance. Additional collections fees of $1.50 will be applied at 30 days and 28% if the fine or fee is not resolved within 60 days.
  18. License Plate Recognition (LPR) -- Computer hardware and software system that reads license plate numbers with the purpose of matching parked vehicles to virtual parking permits issued by the Parking Department.
  19. Meter Enforcement -- The hours that University of Illinois meters are enforced are 7 am-6 pm Monday-Friday for street meters and 7 am-5 pm in parking facilities, unless otherwise posted.
  20. Motorcycle -- For enforcement purposes, motorcycles include motorcycles, motor-driven bicycles, mopeds, motor scooters, and similar motorized vehicles.
  21. Non-University Vehicle -- A privately owned vehicle not registered to the university.
  22. Occupying Two Spaces -- The full footprint of a vehicle must fit within the parking area designated by painted yellow lines. A vehicle is considered to be occupying two spaces when any part of that vehicle protrudes into or beyond the area extending vertically from these painted lines. Parts of a vehicle that must remain within the designated space include but are not limited to mirrors, tires, bumpers, trailer hitches, doors, luggage racks, bike racks. Occupying two spaces is not justified or allowed even if another vehicle or object has encroached upon a parking space. If a vehicle is too large to fit within a designated space, the driver is responsible for contacting the Parking Department for assistance in locating a suitable location and permit type.
  23. Oversized Vehicle -- An oversized vehicle can either be a vehicle that is too wide or too long to fully fit into the designated footprint of a single parking space. In all cases where a vehicle is too wide to occupy the footprint of a single space, as determined by a line vertically extending from the painted (generally yellow) lines outlining a single space, this vehicle may receive an “occupying two spaces” citation. When a vehicle fits widthwise into a space, but excessively protrudes lengthwise into the driving aisle, the vehicle may be cited for “parked out of designated area”.
  24. Park or Parking -- The stationary placement of a motor vehicle or motorcycle whether occupied or not.
  25. Parking Department -- The Parking Department is a branch of the Auxiliary Services Division.
  26. Parking Stall -- Those areas outlined by painted yellow lines. When lines are not present, individual parking must be in accordance to and in alignment with an individual parking meter.
  27. Pay by phone or pay by phone app -- A third party vendor who processes meter payment by phone or app service and maintains those payments in a database.
  28. Payroll Deduction -- For eligible faculty and staff who have completed a payroll deduction request, the dollar amount for the current year parking permit deducted each pay period from an employee’s payroll check.
  29. Permits -- An authorization issued by the Parking Department for parking a vehicle on campus for a specified length of time. A permit or virtual permit may be issued by the following means:
    1. Faculty/Staff Permit: The virtual permit available for purchase by an individual who qualifies as Faculty/Staff as described in Section II, Paragraph N or JJ.
    2. Student Permit: The virtual permit purchased for a 12-month time period by students who are not qualified to purchase a Faculty/Staff permit as described in Section II, Paragraph KK.
    3. Temporary Permit: Pending availability, a permit available for purchase for a temporary period of time at a specified location. Temporary Permits are non-refundable and not for resale.
    4. Day Meter Permit: The permit available for purchase by an individual or department for use at any University of Illinois meter, excluding University of Illinois short-term (30-minute) red meters. To be valid, the permit must have only one month, one day, and one year scratched off. Day Meter Permits are non-refundable, not for resale, and not available for exchange.
    5. Departmental Meter Permit: The permit paid for with departmental funds allowing a visitor, guest, or departmental employee on a discretionary basis, to use university meters (not to exceed the maximum stay designated on the meter), excluding University of Illinois short-term (30-minute) red meters, without payment to the meter. Departmental Meter Permits may not be purchased for the exclusive use by individual faculty or staff.
    6. Motorcycle Permit: The permit available for purchase for any vehicle licensed as a motor-driven cycle as described in Section II, paragraph U. - MC (Motorcycle) permit valid only at designated MC lots.
      - MC permit valid only in designated spaces within an MC lot, which are available on a first-come first-served basis. If arriving to a full lot, the permit holder must seek parking at an alternate MC designated location.
      - Upon request, annual Faculty/Staff permit holders paying for an annual parking permit will be issued, at no additional charge, one motorcycle medallion.
      • The requesting Faculty/Staff member must present, in person or electronically, a valid registration for the motorcycle bearing the name of the permit holder.
      • If an MC permit is simultaneously utilized while another vehicle on that account is utilizing the associated annual permit, both vehicles will be subject to “shared permit” citations and immediate tow.
      • If an MC permit is lost, the permit holder must pay half the full annual cost of the MC permit to be eligible for replacement. Following the report of a lost permit, should the lost MC permit be found in usage, the vehicle in violation will be issued a $150 “Use of Lost/Stolen/Counterfeit Permit” citation, and the vehicle subject to immediate tow at the owner’s expense.
      • If an MC permit is stolen from an authorized vehicle, to be reissued a new motorcycle medallion at no charge, the permit holder must produce a copy of a police report detailing the theft.
      • If leaving the university or returning annual permit, the MC permit must be surrendered by the last day of employment.
      • MC permits issued under this program and not utilized on an approved vehicle in association with a current or Faculty/Staff annual permit will be considered fraudulent usage. The vehicle in violation will be issued a $150 “Use of Lost/Stolen/Counterfeit Permit” citation, and subject to immediate tow at the owner’s expense.
    7. Accessible Permit: The permit available for purchase by those persons requiring long term accessible parking and who have a valid state issued disability parking placard.
    8. Shuttle Permit: The virtual permit available for purchase in a designated shuttle lot. Student shuttle permits are available for Lot E14 Shuttle area only and do not permit overnight parking. Based on certain geographical restrictions, faculty and staff may be eligible to purchase a shuttle permit in the E14 or B22 shuttle areas. Shuttle permits are non-transferable, non-refundable and not available for purchase by payroll deduction.
    9. 2nd Shift Permit: The virtual permit, valid 3pm – 11pm, available for purchase by those working a “2nd Shift.” This permit is not available for purchase by payroll deduction, is not refundable, and documentation may be required.
    10. 3rd Shift Permit- The virtual permit, valid 11pm – 7am, available for purchase by those working a “3rd Shift.” This permit is not available for purchase by payroll deduction, is not refundable, and documentation may be required.
    11. Dual Lot Permit: The virtual parking permit available for purchase by faculty and staff who have a dual career appointment and/or are assigned to two offices and/or unique research/instructional spaces in distinctly separate campus locations.
      - Dual Career Appointments divide faculty or staff appointment between two different units, which require a permit holder to maintain a permanent office and unique research/instructional space in two distinctly separate locations.
      - Distinctly separate locations require parking accommodations located at least six blocks apart.

      An additional fee will be charged for the Dual Lot Permit.

  30. Personal Transportation Device – a conveyance such as in-line skates, roller skates, skateboards, hover boards, smart boards, balance boards, Segway or similar wheeled devices that are self-propelled, gas propelled, or have an electronic propulsion system. The use of these devices is prohibited inside university facilities, to include parking garages, and must be operated on university premises, where permitted, in a safe manner in accordance with applicable university policies, guidelines, state traffic and criminal laws, and local ordinances. The Parking Department reserves the right to impound personal transportation devices in violation, at the owner’s/driver’s expense.
  31. Restricted Hours - Unless otherwise posted, parking facilities prohibit parking from 2 am-6 am. No exceptions are made for holidays or recess, except those listed as official university holidays.
  32. Retirees - Only those who maintain an office on campus are eligible to rent parking, contingent on availability at full permit cost.
  33. Service Areas, Access Roads, Alleys, and Drives - Those areas on university premises posted as service drives or loading zones and areas that provide access to parking facilities.
  34. Shared Permit Violation - Parking two or more vehicles at the same time while utilizing only one virtual permit, in which case both vehicles are subject to citation and tow.
  35. Special Request - A written request made to the Director of the Parking Department or designee seeking exception for significant cause to a parking rule, regulation, or practice.
  36. Staff – University personnel or personnel from an Approved Allied Agency employed at the Urbana-Champaign campus classified as exempt or non-exempt; union-based, clerical, service, or non-academic classification.
  37. Student – Full-time, part-time, daytime, evening and weekend University of Illinois students or students of any other institutions leasing land or facilities on the Urbana-Champaign campus.
  38. University -- The University of Illinois Urbana-Champaign campus.
  39. University Parking Facilities – All University of Illinois Urbana-Champaign campus administered facilities including parking structures, parking decks, parking lots, university-owned streets, alleys, service access roads, and drives where parking is permitted or prohibited.
  40. Vehicles – Automobiles, trucks, motorcycles, mopeds, motor scooters, recreational vehicles, and other similar conveyances including those that are leased or rented.
  41. Vendors and Service Personnel -- A contractor who frequently parks on campus, but is not considered a contractor in the sense that they have neither been retained to perform services as a part of a capital construction project, nor contracted to operate their business from a rented facility on campus.
  42. Virtual Courtesy Card – Virtual Faculty/Staff Permits are issued with two Virtual Courtesy Cards. Within 60 days of citation, these virtual courtesy cards may be used to void a “No Permit” citation, which was issued because the permit holder failed to link a vehicle via license plate to a valid virtual permit. Courtesy Cards may not be used in conjunction with any other infraction, and may not be used when parking in any other lot besides that which is assigned.
  43. Virtual Permit – In place of issuing a hangtag, the license plate of any parked vehicle may be scanned via License Plate Recognition (LPR) technology to determine if a valid permit is associated with that vehicle at the location in which it is parked.
  44. Visitors – Any individual other than faculty/staff or student who visits a facility administered by the university or an Approved Allied Agency while driving a vehicle or parking on campus.
  45. Wait List -- A list kept by the Parking Department for faculty/staff and students who wish to park their vehicle in a lot that is currently full. The waitlist is maintained in the order requests are received, with priority given to faculty and staff in faculty/staff lots.

III. Rules for Operation of Vehicles on Campus

Every individual operating a motor vehicle or motorcycle in any parking facility must do so with due regard for the safety of pedestrians and in compliance with the motor vehicle laws of the State of Illinois, the traffic ordinances of the Cities of Champaign and Urbana, and such other specific regulations as may be adopted by the University of Illinois.

A. Rules

  1. The registered owner or operator of a vehicle assumes all liability for parking on university property.
  2. All vehicles without valid parking permits must park at parking meters and pay the appropriate fees.
  3. Parking at the university is regulated and controlled by designated permits and signs posted at the entrances to each structure or surface lot. Each vehicle owned or operated by faculty/staff, a student, visitor, or an approved Allied Agency must have a valid parking permit to park anywhere on campus other than at a meter. Meter payment can be made by using coin, designated pay by phone app, Day Meter Permit, or Departmental Meter Permit.
  4. Unless paying at a meter, vehicles must park in the lot(s) corresponding to their permit.
  5. Between the hours of 6 am-5 pm, all vehicles must park in the lot(s) corresponding to their permit. After 5 pm and before 2 am on weekdays and anytime on weekends, vehicles may park in any lot unless otherwise posted as a 24 hour rental space or 24 hour rental lot. Except while displaying a valid permit or virtual permit for an approved overnight lot, other than as described in section III, subsection E, there is no parking in any campus lot between 2 am and 6 am.
  6. The university reserves the right to close any facility at any time.
  7. In all cases, posted information (Parking Department signage and Parking Department Rules & Regulations) takes precedence over any conflicting third party information or parking map designations.
  8. The responsibility of finding an authorized parking space rests solely upon the vehicle operator. Lack of space is not a valid reason for violation of regulations. Permit holders unable to locate an available space must contact the Parking Department immediately to obtain an alternate parking location, permission, and instructions.
  9. If damage is caused to a motor vehicle being towed by an independent contractor, the university is not liable or responsible for any such damage. This does not affect the liability of any independent contractor carrying out the towing.
  10. Only one lot permit will be allocated for each fee paid.
  11. Lot rental privileges are non-transferable (person-to-person) and may not be resold.
  12. Report a lost or stolen permit to the Parking Department immediately. The proper forms must be submitted and the current replacement fee paid before a new permit will be issued, unless the report is accompanied by a University Police Department theft report, wherein the replacement fee will be waived.
  13. Parking violators will be issued a citation and may be subject to fine, fees, boot and/or tow.
  14. To utilize a virtual parking permit, vehicles must park so a license plate is visible from the driving aisle. Vehicles without a front license plate must park with the rear license plate of the vehicle facing outward.
  15. Virtual permits may not be shared. Only one vehicle registered to an account may be parked in the assigned lot(s) at one time. All vehicles utilizing a single permit at the same time will be deemed in violation and subject to citation and tow.
  16. If maintenance or construction projects impact a parking facility or impede traffic flow in or around a parking lot or structure, arrangements must be made with the Parking Department a minimum of two weeks in advance. Failure to make arrangements with adequate notice may result in the request being denied and/or the project being delayed.
  17. Acceptable forms of payment for fines and fees include credit card (American Express, Discover, MasterCard, Visa), check, money order, direct deposit (where available and specifically for faculty/staff annual permits), student account (where valid and specifically for annual student permits), and approved forms of cash (during business hours, paid in person at the Parking Department). Forms of payment deemed unacceptable and invalid are foreign currencies, coins of any total greater than $0.99, as well as any method of payment deemed by the Parking Department to be malicious or harassing.
  18. After 60 days, unresolved fines or fees will be referred to a collections agency and have a non-refundable 28% collection fee added. A non-refundable $1.50 letter fee is added if a fine/fee is not resolved within 30 days.
  19. For on street or circular drive parking, vehicles must park in accordance with the direction of traffic flow.
  20. Unless otherwise specified by Parking Department signage, designated loading zones may only be occupied up to 15 minutes. If the time limit is exceeded, the vehicle is subject to citation.
  21. All laws of the state of Illinois concerning vehicles and their operation, including (but not limited to) the Illinois Vehicle Code, are hereby incorporated in these rules and regulations. The posting of signs regulating traffic and parking by the Parking Department will be deemed to have been done by the local authority as defined in the Illinois Vehicle Code.

B. Rental Parking Facilities

Lot Rental Permits
 

  1. Hours during which rental lots may be used are posted on entrance signs. The university is not responsible for any fees or damages incurred as a result of failure to display the proper hangtag or failure to link a virtual permit.
  2. Regardless of who is operating the vehicle, the registered owner of a permit or virtual permit is responsible for fees assessed for violation of parking regulations or towing and/or immobilization fees attributed to the vehicle using the permit or virtual permit.
  3. A department or administrative unit that requires space(s) reserved for its use may apply to the Parking Department for rental of such. Space(s) may not be purchased for the exclusive use of a member of the Faculty/Staff.
  4. Certain permit types may be returned to the Parking Department for prorated refunds. Permits that are considered non-refundable are Shuttle permits, 2nd and 3rd shift permits, Day Meter permits, Temporary permits, and Motorcycle permits.
  5. Payroll deduction is available to those who qualify based upon employment records maintained by the Office of Human Resources. Except as otherwise expressly authorized in these Parking Rules & Regulations, a customer’s signature is required to both start and stop payroll deduction. Nonrefundable payroll deduction will continue, even if the permit expires or is terminated by the customer, if the deduction is not stopped in writing through the Parking Department.
  6. Application for a new or renewed parking permit will not be accepted on a University of Illinois Urbana-Champaign parking account with an outstanding balance. Where an outstanding account balance is present upon annual faculty/staff auto-renewal (July 1) and the permit holder has authorized automatic payroll deductions, the Parking Department may deactivate the permit, stop automatic payroll deductions without the customer’s signature, and withdraw the customer’s option to renew the parking permit into a waitlisted rental lot.
  7. Where applicable, upon surrender of the lot rental permit or cancellation of a virtual permit, a prorated refund will be available from the date the permit is surrendered to the end of the rental agreement period only.
  8. Faculty/Staff Permits and Motorcycle Permits are issued for the period of July 1 through June 30 of the following year. Student Permits are issued on a 12-month basis from August 1 through July 31.
  9. Priority for lot rental assignment is by date of request.
  10. When a rental lot is full, a waitlist is maintained and governed by the following process.
    1. Only University affiliates (faculty, staff, and students) may be placed on a waitlist.
    2. Waitlist priority is given to faculty and staff for faculty and staff designated lots.
    3. Once all pending Faculty and Staff waitlist requests have been honored, students may be awarded a rental space in a Faculty/Staff lot by order of waitlist request. However, renewal privileges may not be guaranteed for student rental in Faculty/Staff lots.
    4. Faculty, staff, and students may be placed on up to two waitlists at a time.
    5. Waitlist award notification will be made by email. It is the responsibility of the parking customer to maintain and update all account information, to include a current and valid email address.
    6. Customers are given 7 days to claim the waitlist award by contacting the Parking Department to initiate the permit exchange process.
    7. Upon request, customers will be provided waitlist position(s) to the tens.
    8. Information stored within the Parking Department database, such as waitlist position and identities of those on the waitlist, is protected by departmental privacy policy.
    9. Due to numerous and unpredictable variables, any time of wait estimate is non-binding.
    10. Waitlist awards are granted based on a constantly evolving list of lot availability. Availability is determined by current sales numbers, lot usage audits, and lot status. The waitlist review process may occur several times per year per lot on a continual basis.
    11. Other than by following the disabled permit process as described in section V, waitlists may only be bypassed by submitting a written special request document to the Parking Department Director or designee. Only requests complete with appropriate signatures and documentation will be considered on a case-by-case basis.
    12. Faculty who present an official, signed letter on letterhead to the Parking Department with start and end date of a continuous period no less than six months, prior to the start of a sabbatical may maintain rights to their designated lot while not paying for parking throughout the official duration of that sabbatical. Faculty on a sabbatical of less than six months must pay for parking throughout the duration of that sabbatical to maintain rights for their designated lot or forfeit rights to the lot and return via waitlist process.

C. Free Parking

Vehicles parked during restricted hours must display a valid permit or virtual permit as indicated by the regulatory sign at the lot entrance.

D. Meter Parking

  1. Motor vehicles parked at certain designated meters will require a special permit as indicated by posted signs.
  2. No person may park a motor vehicle at a metered/app parking space to exceed the time for which the meter/app is paid via coin, where available, designated pay by phone app, valid Day Meter Permit, or pay station, where available.
  3. No person may park at an inoperable meter unless properly utilizing a pay station, where available, the designated pay by phone service, or displaying a valid Day Meter Permit or Departmental Meter Permit. If the meter is inoperable or becomes jammed while attempting to use coin, it is that person’s responsibility to contact the Parking Department to report a problem with the meter, and move the vehicle to an operable meter.

E. Visitor Parking

  1. Metered parking for university visitors is available on university streets, drives, and in several lots around campus. Visitors must pay the established meter fee by coin, designated pay by phone app, at pay station, where available, or valid Day Meter Permit.
  2. Day Meter Permits are available and may be used at university meters only, excluding university of Illinois short term (30-minute) red meters. University meters are designated by the “Block I” displayed on the meter face, adjacent the coin slot. Day Meter Permits are available for purchase at the Parking Department or online.
  3. With valid temporary permit, overnight parking is available Monday through Thursday in lots E14, F23, B4, and B22. Temporary permits may be purchased over the phone or at the Parking Department for a currently available lot.
  4. After 5pm Friday through 6am Monday, parking is permitted in the following lots free of charge.

G. Compact Car

To be considered compact, a vehicle must fit completely within the footprint of a space designated for compact cars only. Motorcycles or other two-wheeled forms of transportation are not considered compact vehicles.

IV. Violations

  1. Meter violations are deemed to occur at an interval equal to the maximum stay allowed, as designated on the meter. As such, citations may be issued at a 30-minute meter every 30 minutes after the initial citation, a 1-hour meter every hour following the first citation, a 2-hour meter every 2 hours after the initial citation, a 4-hour meter every 4 hours after the initial citation, or a 10-hour meter every 10 hours. Where conflicting information exists, the maximum designated stay will default to the maximum time limit printed on the meter. If a vehicle is moved to another location and is in violation, the vehicle may be cited immediately and the re-violation clock will start fresh. In no circumstance does the re-violation clock extend into a second calendar day.
  2. “No Permit” violations are deemed to occur once per calendar day in a particular lot. If a vehicle is moved to another lot and is in violation, the vehicle may be cited again that same day in each additional lot.
  3. All other violations are deemed to occur every two hours each calendar day.

 

Loss of all parking privileges may result from the following:

BOOT FEE
If a vehicle is located on campus greater than 24 hours after a Warning Citation and any associated citations remain unresolved, the vehicle will be booted and issued a Boot Fee. All citations and fees must be resolved before the boot will be removed. If all fines and fees are not resolved by close of the Parking Department Customer Service Counter business day (generally 5pm), the vehicle will be towed and impounded until such time as all fines and fees are resolved. Tow and impound is at the owner’s/driver’s expense.

EV CHARGING VIOLATION
Location Infraction
- It is a violation to park and charge an Electric Vehicle (EV) in any location not designated with Parking Department signage for EV parking.

Overtime or not paying
- It is a violation to park in a Level 1 EV designated rental space for greater than four hours. Those EV users wishing to charge for longer periods may park and pay at metered EV spaces or Level 2 EV charging stations.

Non-EV vehicle or not actively charging
- It is a violation to park a non-Electric Vehicle or a vehicle not actively charging at a designated EV parking location.

COMPACT VEHICLE ONLY
Where a parking space is posted for compact usage, a yellow line may be painted on the pavement near the opening of the stall and parallel to the head of the space. Where present, this yellow line indicates the maximum vehicle length permitted to park within that stall. Absent a yellow painted back line, the maximum allowable length will be defined by a line that would extend between the rear termination points of the yellow side lines. The full footprint of a compact vehicle, to include but not limited to bumpers, tires, mirrors, bike racks or other attachments, must fit and be parked within the designated space or will be subject to citation and/or tow.

INOPERABLE METER
Unless payment is made via designated pay by phone service, or usage of a Day Meter Permit, or usage of a Departmental Meter Permit, or pay station, where available, there is no parking allowed at a malfunctioning meter. If a malfunctioning meter is encountered, the customer should report that meter to the Parking Department. Other than at red-cased, short-term meters, State of Illinois issued accessible permits with the designation “Meter-Exempt” are exempt from meter payment.

LICENSE PLATE VIOLATION
To park on campus and/or to utilize a virtual parking permit, vehicles must park so a license plate is visible from the driving aisle. It is a violation to park without a properly placed license plate being visible and legible to License Plate Recognition (LPR) cameras. Examples of violations include license plates obscured by dirt, debris, snow, trailer hitches, bike racks, or any other item.

LOADING ZONE – NO PARKING
Loading zones are designated for active loading and unloading for a maximum of 15 minutes, unless otherwise posted on Parking Department signage.

TIME EXPIRED
A meter is deemed expired when a meter is not paid while a vehicle is parked at that meter. There is no grace period. Where available, meters may be paid by coin, pay station, Day Meter Permit, Departmental Meter Permit, or pay by phone service. Other than at red-cased, short-term meters, State of Illinois issued accessible permits with the designation “Meter-Exempt” are exempt from meter payment.

NO PARKING 2-6AM
Unless otherwise specified by signage and accompanied by a valid permit as required, vehicles may not park in locations not authorized for parking between the hours of 2:00 a.m. through 6:00 a.m.

NO PARKING ANYTIME
Vehicles are not permitted to park for any amount of time in zones where signage indicates no parking. Vehicles will be subject to citation and immediate tow.

NO PARKING-DISABILITY SPACE
This citation is issued when a vehicle is parked in a publicly designated accessible space, without a valid state issued accessible permit or license plate. The citation may also be issued for parking in a disability access aisle designated by hashed yellow lines, or for invalid usage of an accessible permit.

NO PARKING SERVICE DRIVE
Vehicles are not permitted to park in areas, generally indicated by signage, designated as service drives. These areas may include but are not limited to access to dumpsters and loading docks.

NO PARKING YELLOW ZONE
Vehicles are not permitted to park in areas designated by hashed yellow lines or yellow curbing, except for valid single vehicle usage of the area designated for ADA space access and egress.

NO PERMIT
It is a violation to park a vehicle in a rental lot during restricted hours, as designated by lot signage, without a valid permit, virtual or otherwise.

OCCUPYING TWO SPACES
The full footprint of a vehicle must fit within the parking area designated by painted yellow lines. A vehicle is considered to occupy two spaces when any part of that vehicle protrudes into or beyond the area extending vertically from these painted lines. Parts of a vehicle that must remain within the designated space include, but are not limited to, mirrors, tires, bumpers, trailer hitches, doors, luggage racks. Occupying two spaces is not justified or allowed even if another vehicle or object has encroached upon a parking space. No exemption is made for vehicles too large to park in a single space. If a vehicle is too large to fit within a designated space, please contact the Parking Department for assistance locating a suitable location and permit type.

PARKED AGAINST TRAFFIC
For on street or circular drive parking, vehicles must park oriented in the direction of designated traffic flow.

PARKED IN POSTED 24-HOUR SPACE

Unauthorized vehicles may not park at a space designated as reserved with blue 24-hour reserved space signage. Vehicles reported in violation may be cited and towed at the owner’s/driver’s expense.

PARKED OUT OF DESIGNATED AREA
Vehicles are not permitted to park in areas not designated for parking. Areas which are not authorized for parking, if not designated by yellow lines, include but are not limited to sidewalks and grassy areas. Parking spaces will generally be indicated by painted yellow lines. This citation may also be issued if a motorcycle with valid motorcycle permit displayed parks in an area not designated for motorcycle parking.

PERMIT IMPROPERLY AFFIXED
When using a physical permit it must be hung from the vehicle’s rearview mirror in a manner that makes the permit visible to enforcement staff, as described on that permit.

SHARED PERMIT
Virtual permits may not be shared, to include motorcycle permits issued in conjunction with an annual faculty/staff permit. Only one vehicle registered to an account may be parked in the assigned lot(s) at one time. All vehicles utilizing a single permit at the same time will be deemed in violation and subject to citation and tow.

TOW FEE
A Tow Fee is assessed when the Parking Department or UIPD deems a vehicle eligible for tow, generally but not exclusively due to scofflaw status, vehicle parked in a restricted area or reserved space, or when a vehicle is otherwise determined to pose a hazard or prevent access or egress.

USE OF LOST/STOLEN/COUNTERFEIT
Usage of a permit that has been reported lost or stolen, or usage of a permit that has been altered or created by an individual or entity other than those authorized by the University of Illinois Parking Department. Vehicles in violation are subject to citation, boot and/or tow, revocation of parking privileges, and report to the University Police and any additional sanctions or penalties incurred as a result of that report.

WARNING-UNPAID CITATIONS
When a vehicle or multiple vehicles associated with an individual have three or more unpaid citations, a warning citation and sticker will be issued. All citations must be paid or otherwise resolved within 24 hours or the vehicle or vehicles will be cited, booted and/or towed if located on campus.

  1. Persons with vehicles parked in violation of regulations may be subject to citations, fines, fees, and vehicle immobilization (booting) and/or towing.
  2. Penalties may be paid by placing a check or money order made payable to the University of Illinois in a red courtesy box, by visiting the Parking Department at 1201 W. University Avenue, Urbana, IL 61801, or by visiting the Parking Department website at https://parking.illinois.edu/. The Parking Department is not responsible for cash left in red courtesy boxes.
  3. If a vehicle accumulates three (3) unpaid parking violations and is found on campus, regardless if the vehicle is currently in or not in violation, the vehicle will be immobilized (booted) or towed, issued a tow citation, and stored at the owner’s expense.
  4. Vehicles parked in fire lanes, no parking zones, parked in a way that interferes with access to or from a University of Illinois lot, garage, or drive lane, or those parked in a manner deemed by the Parking Department or Law Enforcement to be a safety hazard will be subject to immediate tow.
  5. Failure to satisfy penalties assessed may result in billing and collection by a third party collections agency or the University Business Office, denial of future university parking privileges, and by vehicle immobilization and/or towing.

  7. Revocation of Parking Privileges
    • Counterfeiting/altering a permit
    • Use of a counterfeit/altered or stolen permit
    • Usage of a single virtual permit on multiple vehicles at the same time in the designated permit location(s)
    • Violation of signed agreements
    • Purchase of a permit by or for an ineligible person
    • Failure to satisfy penalties assessed
    • Other abuses as determined by the Director of the Parking Department or designee

V. Accessible Parking

  1. To make parking arrangements, faculty and staff who require long-term accessible parking (6 months or longer) must present a valid State of Illinois issued disability parking placard to the Parking Department.
  2. Faculty and staff requiring short-term accessible parking (less than 6 months) need to present a signed doctor’s note on official letterhead indicating start and end date of the requested accommodation to the Parking Department.
  3. If requesting a dedicated accessible space or for requests on the basis of pregnancy, faculty and staff must initiate the request through the Office of Diversity, Equity, and Access (ODEA).
  4. Students in need of accessible parking must visit the Division of Disability Resources and Educational Services (www.disability.illinois.edu). Once they have provided DRES with proper certification, DRES will provide paperwork to present to the Parking Department for parking purposes.
  5. If a accessible space is assigned, the Parking Department will produce a University of Illinois accessible permit, for which any previously assigned faculty/staff permit must be surrendered.
  6. As necessary and where available, eligible faculty, staff or students may purchase an accessible permit and be assigned a permanent parking space with twenty-four (24) hour signage for enforcement purposes. The permit holder must display the University of Illinois Parking Department issued permit in addition to a valid state issued disability placard or license plate.
  7. Valid out of state permits issued to persons with a disability may park in designated accessible spaces, which have not been assigned, but are not exempt from parking fees or time limitations.
  8. Because a state issued disability parking placard is issued to the person and not the vehicle, the placard is transferrable for authorized usage in other vehicles. While parked in any accessible space, the permit holder must display a valid state issued disability parking placard from the rearview mirror or state disability license plate.
  9. When parking in a rental facility, a citation may be issued for failure to properly display either a valid state issued disability parking placard or state issued disability license plate along with a valid University of Illinois faculty/staff or student permit.
  10. When parking in an accessible space, the individual who was issued a valid state issued disability parking placard or state disability license plate must be in the vehicle at the time the vehicle is being parked.
  11. State issued disability parking placards and state disability license plates are only valid through the expiration date indicated on the placard or plate.
  12. In Illinois, the illegal use of a parking space reserved for persons with disabilities carries a minimum $250 fine.
  13. State of Illinois issued meter-exempt parking placards (yellow and gray striped) are issued by the State of Illinois to persons who meet the qualifying criteria. This placard EXEMPTS the authorized holder from payment of parking meter fees and time limitations, except at meters or signs with time limitations of 30 minutes or less. All other State of Illinois and out of state disability parking placards, permanent or temporary, DO NOT exempt authorized holders from payment of parking meter fees or time limitations.

VI. Compact Vehicle Parking

  1. Compact Vehicle spaces will be signed “Compact Vehicle (or Car) Only.”

VII. Appeals

  1. Appeals for violations may be submitted by visiting the Parking Department website at www.parking.illinois.edu, or in writing by visiting the Parking Department in person. Appeals must be made within 30 days of citation issuance and citations must be paid in full before an appeal can be filed.
  2. The University of Illinois Parking Appeal Board consists of university faculty, staff, undergraduate students, and graduate students appointed to the committee by the Executive Director of Auxiliary Services or designee. Appeal Board decisions are final and binding.
  3. The Appeal Board meets monthly or as necessary to adjudicate appeals. A majority vote determines if the appeal will be granted or denied. The appeal decision will be transmitted to the appellant either by email, campus mail, or United States mail.

VIII. Authority

By action of the Board of Trustees pursuant to the authority vested in them by Article V, Section 1c of the General Rules of the University Concerning University Organization and Procedures, the Chancellor has authorized the preceding regulations concerning the parking of motor vehicles and motorcycles on University property.
